New Ticket Template creation bug with Title Field

When creating a new Ticket Template, we get a “This field is required.” when attempting to save the template. The system should allow for an empty “Title” field since this is a ticket template, not an actual help desk ticket.

The end user would populate the “Title” field when entering the actual ticket. How do we correct this issue?

Note: At the time of submitting this ticket, we were running version 4.0.175.0

Ticket templates are being done away with. Service Catalog will replace those as the 178 version completely does away with those.
